Pull the person in you with your legs to get a hold of both lapels. If you're having trouble grab the elbows and pull them outwards to pull the person in. Use the legs to move your arm that is in the collar to move from side to side

Tricep on the neck if you are sitting up

Triangle - Collar / wrist grip, stuff the arm and throw your hips up for a triangle, Grabbing the same side lapel
Loop choke from standing has the same grip as the scissors sweep.
